Welcome to the forum!
I would do this with a 'feature surface' element using just an outline with the 'Define Varying Levels' option. This allows you to type in levels as you draw the outline around the edge of the road. When you are drawing around a curve you can leave levels blank to let the software interpolate between those points which you have given the levels for.
You can also add the centreline of the road as a break line if you need to represent a cross fall each way from the centreline, although this is often more detail than you really need for estimating purposes.
I've attached a screen shot which hopefully demonstrates what I mean.
